Consulting and Systems to Support Strategic
Decisions
Following Hurricane Katrina,
GCR's technological capabilities enabled us to immediately
support the recovery effort. We understand that credible
information will be the best guide for the use of recovery resources
in every facet of the recovery process, including; housing, health
care, finance, education, criminal justice, public safety, and utilities.
Accordingly, our efforts are now more focused on creating information
management systems that quantify, record, and report critical data
to support strategic planning and critical decision making processes.

Our Recovery Projects
Federal
- GCR is working with the US Army Corps of Engineers
and the major debris removal contractors to record, manage, and
report on the progress of the debris removal initiatives associated
with hurricanes Katrina and Rita and to monitor potential health
hazards.
- On behalf of FEMA and the US Army Corps of
Engineers, and several contracting entities, GCR built and continues
to host a database and GIS application to manage and record the
results of the “right
of entry” program in Orleans Parish. The program has been designed
to permit expansion to other communities and parishes.
- GCR has been
hired by the Fannie Mae Foundation to assist the City Of New Orleans
in the management of their adjudicated and blighted properties program.
- GCR
has been employed as an expert witness to support the US Attorney’s
Office in federal jury selection procedures in the post-Katrina era.
State
- GCR is providing support to the Louisiana Housing
Finance Agency (LHFA) and the New Orleans Redevelopment Agency (NORA)
in the quantification of post Katrina housing needs and strategic
planning initiatives.
- GCR designed and built a web site to coordinate
and consolidate the Long-Term Community Planning programs initiated
by parishes throughout the impact area as a part of the FEMA ESF
14 program. The web site offers an extensive list of projects by
parish that delineates recovery value and provides a geographic
perspective (map) of each.
- GCR provided support to Lousiana Secretary of
State Al Ater in the conduct of the 2006 municipal elections in
Orleans Parish. GCR accurately forecasted voter turn out for both
the primary and runoff elections to facilitate the organization
and staffing of polling places throughout New Orleans.
Local
- GCR has been tasked by the City of New Orleans to develop a
land and housing capacity model to support demographic and economic
projections for the delivery of public services.
- GCR is providing demographic
and student enrollment projections for the Louisiana Department
of Education, Orleans Parish School Board, Jefferson Parish School
Board, and the St. Tammany Parish School Board.
- GCR is working with the Orleans
Parish Criminal Justice Coordinating Council to recover and record
property and evidence associated with criminal trials.
