Joseph P. Doherty, Jr., Chief Executive Officer
Joe Doherty joined GCR as CEO in July 2012, bringing with him a demonstrated track record of leadership, proven success in building/scaling business process and technology-enabled solutions and services, and building long-term employee and customer loyalty.
Prior to joining GCR, Mr. Doherty was an executive vice president and government sector president and chief operating officer for Affiliated Computer Services, A Xerox Company. He previously worked 10 years for Computer Sciences Corporation (CSC) beginning as an operations director and ultimately, President- Americas' Commercial Outsourcing Division. He also served 20 years in the U.S. Navy, first as an enlisted communications specialist and retiring as a Naval Officer. Doherty holds a Bachelor of Science degree from the University of Maryland and a Masters in Business Administration from Strayer University. |

Gregory C. Rigamer, Founder / Director
In 1979, Greg Rigamer used his professional expertise in the areas of urban planning and management consulting to establish GCR Inc. as a full-service professional consulting firm. Over the years, Mr. Rigamer has diligently guided the expansion of the firm to encompass such diverse areas as criminal justice reporting for courts and law enforcement agencies, election information systems for the broadcasting and reporting of election results, process and chemistry data management for nuclear power plants, financial management applications for government and private entities, and large scale facility inventory systems for institutional property owners. Following the events surrounding Hurricane Katrina, Mr. Rigamer led the transformation of many of the firm’s technical and analytical capabilities into a significant disaster recovery consulting practice. |

Michael W. Flores, P.E., Founder / Director
Mr. Flores has earned a national reputation as an expert in the field of airport planning and design, and has been the leader of all of GCR's efforts with the Federal Aviation Administration. He invented GCR’s PHOTOSLOPE™ process, a system used for assessing runway obstructions. The PHOTOSLOPE™ process has been used successfully at over 800 airports throughout the U.S. | |

Angele C. Romig, Vice President, Chief Administrative Officer
Angele Carriere Romig serves as GCR's Chief Administrative officer, overseeing the firm's Human Resources and corporate administration. She provides executive leadership for the Professional Services sector of the firm, including the Urban Planning department, Right-of-Way Acquisitions, Campaigns & Elections, and Litigation Support. In her 23 years with GCR, she has developed a particular expertise in formulating and directing the development of large-scale enterprise systems for state governmental agencies. Through GCR's campaigns and elections consulting practice, she has led strategic initiatives for political campaigns in local, state, and national politics.

Phillip D. Brodt, Vice President, Chief Marketing Officer
Phil Brodt serves as GCR’s Chief Marketing Officer, with responsibility for developing and building the firm’s sales and marketing infrastructure. He also provides executive oversight and leadership to the Aviation Services sectors of the firm. In this capacity, he leads and directs services to airports, airlines, governmental aviation agencies, and other aviation-related clients. These services range from management and strategic consulting, to development of technological solutions which address wide ranging needs within the industry. Mr. Brodt brought this high level of aviation knowledge and expertise to the development of the Airport IQ Suite of Airport Intelligence Software, a suite of large-scale enterprise systems now used by clients throughout the U.S.

Todd Bouillion, Vice President, Chief Information Officer
As Chief Information Officer, Todd Bouillion is responsible for GCR’s corporate IT strategy and software development group. Todd has established standards, best practices, and policies for effective management of custom software development projects. In this role, Todd successfully led the reorganization of the firm’s technical activities to achieve Carnegie Mellon Software Engineering Institute’s CMMI Level 2 rating. Mr. Bouillion also provides executive leadership of GCR’s Technical Services business sector, including senior advisory and consulting services to numerous private and public sector clients. Todd joined GCR in 1993, and has served in a number of leadership roles, from aviation consulting and project management to technology consulting. |
